United Way of Pierce County is the Principal Combined Fund Organization (PCFO) for the CFC of South Puget Sound.

The PCFO is the charitable organization selected by the Local Federal Coordinating Committee (LFCC) to administer the
local campaign. The PCFO operates under the direction
and control of the LFCC.

Records Retention Policy for all CFC Participants


The governing CFC regulation (5 Code of Federal Regulations, Part 950), paragraph 950.604 directs that "Federations, PCFO's and other participants in the CFC shall retain documents pertinent to the campaign for at least three campaign years. Documents requested by OPM must be made available within 10 business days of the request." All CFCs across the country have been instructed to remind participants about records retention. Typically, the Office of Personnel Management (OPM) may ask for federation and/or agency documents when a local CFC is being audited. However, OPM may also ask for records at other times, as required. OPM interprets the records retention requirement to mean the "current year plus three full campaign years." Thus, federations must maintain their member CFC applications for the current year plus three. Additionally, federations and unaffiliated agencies must keep CFC records such as applications, reports and letters on file for the same specified period. For example, for 2010 retain the following records: Current year (2010) plus complete records for campaign years 2009, 2008 and 2007. The application process has begun and complete applications can be mailed to Care OF: CFC South Puget Sound (Attn: Sean Armentrout) 1501 Pacific Avenue, 4th Floor Tacoma, WA 98402. Agencies are encouraged to submit their applications prior to the below deadlines to allow CFC staff an opportunity to do a courtesy review before the due date. Courtesy reviews are done in order received and to ensure receipt of this benefit the application must be provided to us TWO WEEKS before your applicable deadline below:

  • The due date for United Way of Pierce County funded programs (i.e. would be a federation member of United Way for CFC purposes) is Friday March 26th at 4:30 p.m.

  • The due date for local federations and unaffiliated Local Independent Organizations is Friday April 2nd at 4:30 p.m.

In accordance with CFC regulations, applicants submitting missing, incomplete, or out-of-date documents will not be permitted to correct their applications during the Eligibility Committee review process. The CFC staff will review applications on a first-come first-serve basis and contact you if we find any discrepancies.
